Gerald Stewart vs. AT&T

I am currently on the 1.5 mbps speed. And apparently I cannot get a faster connection. Yet, my neighbors (well within 25ft.) are able to get the 3.0 mbps. I think it is unfair. I am (geologically closer to the dsl node) than my neighbors. AT&T gives me the run around every time I call. Sometimes they say there isn't any "ports" available. Other times they say I'm out of range, yet my neighbors have it.
